His Lordship directs me to request that you will state to Secretary Sir H. Holland that this Department has no knowledge of the state of the negotiations between this and Portugal for the regulation of the Opium traffic at Macao, and he has therefore telegraphed to the Queen's Minister at Lisbon desiring him to report any information he may be able to obtain on the subject.
With regard to your request that an early reply should be sent by this office to your letter of the 4th ultimo respecting the Portuguese proceedings at Macao, I am to inform you that the matter was referred to the India Office on the 9th of last month and that Lord Salisbury has caused a letter
